Process Overview

Purpose

The BAS Activity record (Review BAS Activity page) stores Benefits Administration (Ben Admin) events that are waiting to be processed by the Benefits Administration System (BAS).

How BAS Events Are Processed

  • Events remain in the BAS Activity record until they are processed by:
    • Nightly batch process — CSUBASDL (CSUBAS) scheduled jobs.
    • On-Demand Event Maintenance page — run Ben Admin processing on demand.
    • Perform Election Entry page — process elections manually on demand.

Why Use the Review BAS Activity Page

  • Use this page before running the BAS process to:
    • Review or delete unprocessed BAS events that have been triggered for employees.
    • Manually insert events for the next BAS run (either the scheduled CSUBAS job or On-Demand processing).

BAS Activity Page Navigation and Fields

What the page shows

  • Displays unprocessed BAS events for the selected business unit.
  • Events visible depend on your PeopleSoft row-level security.

Important notes

  • If an employee works at multiple CHRS campuses, their BAS events are tied to the Ben Admin Schedule ID of the campus that owns their primary benefits job once processing begins.
  • You can:
    • Click View All to see all BAS events awaiting processing for your campus.
    • Use the left and right arrows to move through the list (maximum 300 items display).

Navigation path

  1. Click the NavBar icon.
  2. Go to Menu > Benefits > Manage Automated Enrollment > Events > Review BAS Activity

The Review BAS Activity page displays the following fields:

Field Description
Business Unit
  • Defaults to the business unit associated with your row level security. 
  • If you have access to multiple campuses, a drop down list appears to select the desired business unit.
  • You will only see BAS Events for the displayed Business Unit.
EmplID The unique employee identification number assigned to an employee at the time of hire.
Name The current name associated with a specific EmplID.
Action Source
  • Indicates how the event was established. 
  • Typical sources: JOB data entry, address changes, manual entries, or a custom process.
All Jobs For manual event entries, shows whether all existing Job records are used for eligibility purposes.
  • Defaults to Yes.
Ben Rcd #
  • The Benefit Record Number the employee is attached to for benefits. 
  • All Benefits Eligible jobs should use 0 in CHRS. Auto-populated when JOB entries are saved.
Empl Rcd # The Employee Record Number the employee is attached to for the job.
Event Date The Effective Date of the event being processed.
Event Sequence Only relevant when more than one event occurs on the same day. Corresponds to the Effective Sequence on the JOB record.
BAS Action
  • The Benefits Administration System action (event class/BAS event) mapped to a Job Data Action/Reason combination, manually entered, or created by a custom process. 
  • Example: HBE for manual health enrollments.
Suppress Forms Not used by CSU.
Cobra Action Not used by CSU.

icon – Use the Add a New Row icon to insert a row onto the Review BAS Activity grid to manually add a BAS event to process for an employee.

icon – Use the Delete a Row icon to delete a BAS action (BAS event class) from the Review BAS Activity page. Deleted BAS actions are not processed by the Ben Admin process.

icon – Use the Find icon to search for a specific employee name or EMPLID.

  • Click on the column headers to sort the data displayed on the Review BAS Activity page based on the column header.

4. Managing BAS Activity Data

Every time a Job Data row is inserted or is updated via correction mode, a Ben Admin System (BAS) event class is inserted into the Review BAS Activity page.

What is the Review BAS Activity Page?

  • Think of this page as the Ben Admin processing queue.
  • BAS events listed here are waiting to run through Benefits Administration (Ben Admin).
  • Once Ben Admin starts processing an event, it no longer appears on this page.
  • Ben Admin can only process one BAS event class per employee at a time, so employees may have multiple events waiting in the queue.

Nightly Processing (CSUBAS job)

  • Certain BAS events (MSC, ACT, PRO, DEM, JED, POS, JRC, PAY, DTA, LOA, PLA, STD, STO, SUS, XFR) are reviewed each night by process CSU_BA18003.
  • The process compares current and prior Job Data rows to check for changes to:
    • Benefit Primary Job
    • Benefits Status
    • Employee Class
    • Employee Type
    • FTE
    • Pay Group
    • Union Code
    • Duration (eligibility config 1)
    • Job Code (eligibility config 2)
    • ACA Status (eligibility config 3)
    • AFTERTAX (eligibility config 5)
  • If none of these values change, the BAS event is deleted from the Review BAS Activity page.
  • Deleted events are not processed by Ben Admin.
  • Most of the above event classes are deleted, meaning only events that impact benefits eligibility are processed.
  • Use the query CSU_BAS_DELETED_ACTIONS to see which events were deleted for your campus.

Manually Creating Events

  • You can manually add certain BAS events to the Review BAS Activity page.
  • Restrictions:
    • TER, HIR, and most eBenefits ESS events (except NEW) cannot be created manually.
    • The NEW BAS event should only be used by campuses with full eBenefits ESS, not by view-only ESS campuses.
  • For new hires or newly benefit-eligible employees:
    • Full ESS campuses:
      • Use NEW if the employee will elect benefits in ESS.
      • Use HBE if the employee is submitting paper forms.
      • Do not create NEW if the hire date was more than 60 days ago. Use HBE instead.
    • View-only ESS campuses: Always use HBE for enrollments.
  • The HIR BAS event is used automatically in CHRS to enroll employees into default benefit plans (Life, AD/D, LTD, Vision).

Common Scenarios

  1. Correction to hire or termination date before event processes
    • System: Only the corrected transaction processes
    • Campus: No further action
  2. Job row deleted before Ben Admin runs
    • System: Job Elig Change flag is set if a prior event with same date exists
    • Campus: Review and reprocess if eligibility is impacted. If not, uncheck flag and save
  3. Retroactive job transaction entered
    • System: Out of Sequence flag set
    • Campus: Review after processing. Reprocess impacted events and save
  4. Job Data corrected after Ben Admin runs
    • System: Job Elig Change flag is set
    • Campus: Review and possibly reprocess. If event becomes disconnected, void it if possible. Delete enrollments tied to disconnected events and re-enter them under the new event
  5. MSC transaction with no impact on eligibility
    • System: Event is deleted by CSUBAS nightly process
    • Campus: No action needed
  6. Two events of same class with different dates
    • System: Processes in event date order
    • Campus: Research. Void if duplicate (for example, a second HIR). Otherwise, no action
  7. Termination followed by rehire in same month
    • System: Benefits terminate in PeopleSoft
    • Campus: If termination is not voided, manually void it and reprocess the hire event
  8. Address change near Open Enrollment
    • System: Out of Sequence flag set if future-dated event exists (like OE). Address Elig Change flag may also be set
    • Campus: Review. If eligibility is affected, reprocess. If not, uncheck flags and save. If Out of Sequence is set, reprocess the event

5. BAS Actions (BAS Event Classes)

The following is a partial list of BAS event classes that appear on the Review BAS Activity page. BAS event classes are labeled as BAS Actions on the Review BAS Activity page.

BAS Event Class Description
HIR
  • Facilitates automatic enrollment via the nightly CSU_BA01A process in the CSUBASDL scheduled job in Life AD & D, LTD (if applicable), and vision benefit plans. 
  • These are default benefit plans for benefit-eligible employees.
MSC
  • Miscellaneous transactions that usually do not affect benefits.
  • Most are deleted by CSU_BA_18003 nightly process and never run through Ben Admin. If an MSC event qualifies for a waive or change, it is set to Prepared (PR) and must be manually processed and finalized via the On Demand Event Maintenance page.
TER
  • Facilitates automatic termination benefit actions via the nightly CSU_BA01A process in the CSUBASDL scheduled job. 
  • All enrollments are terminated if eligibility or employment ends.
ACT
  • Transactions that may affect benefits (for example, duration, time base, or union code changes).
  • Events with no impact are deleted by CSU_BA_18003 nightly process. 
  • Events that qualify for a waive or change are set to Prepared (PR) and require manual processing in the On Demand Event Maintenance page.
LVE
  • Reflects unpaid leave of absence and disability leave actions.
  • Allows for Plan Types 10, 11, 14, 1Y, 1Z, 60, 61, 20, 23, and 31 enrollments to be canceled (waived). 
  • Coverage Begin Date rules vary by plan type. 
  • Only use if the employee’s Benefits Employee Status is Leave of Absence.
eBenefits ESS BAS Events
  • Includes ADP, BIR, DIV, DGC, DLC, DRP, EGC, ELC, LTE, MAR, and PCR. 
  • Available only for campuses with full eBenefits ESS. 
  • These events cannot be manually created.
  • Other BAS event classes that might be seen in the Review BAS Activity page are manual events entered by campus Benefits Office staff.
    • The following is a list of manual BAS event classes:
  • Based on the event classification, late paperwork not submitted and/or returned in a timely manner, may be subject to a 90-day waiting period for enrollment.
  • Ben Admin does NOT calculate this information for you if you are using one of the manual events above.
  • Follow current procedure to calculate the date and enter the Event Date accordingly.
Manual BAS Event Class Description
NEW
  • New Hire Newly Eligible – Used for employees making their benefit elections through eBenefits ESS. 
  • Event date is the hire date or newly eligible date, not the coverage begin date. 
  • Do not use if it is close to 60 days after hire/eligibility date, as the event will expire on day 61. 
  • Only for full eBenefits ESS campuses.
  • View-only ESS campuses must not use NEW. 
    • If NEW is still Entered (ET) after 61 days, it is voided. 
    • If Prepared (PR) after 61 days, it is finalized with no enrollments.
CNC
  • Cancel all Coverage – Used by Benefits Office to cancel (waive) an employee from all voluntary elections (Medical, Dental, Medical Flex Cash, Dental Flex Cash, HCRA, DCRA). 
  • Coverage change is effective the first of the month after the event date.
DEA
  • Death of a Dependent – Used to delete a dependent from a benefit plan due to death. 
  • Coverage change is effective the first of the month after the event date.

6. Output of BAS activity table to Excel

The Review BAS Activity page has download functionality that enables you to download the content of the Review BAS Activity page onto an Excel spreadsheet.
