Process Overview
The OE BAS event in CHRS is used to process Open Enrollment benefit elections and changes for all campuses, whether they are View-Only or Full eBenefits Self Service.
Using the OE BAS event, the Oracle/PeopleSoft Benefits Administration System (BAS):
- Determines each employee’s benefit program and eligibility.
- Prepares eligible benefit options.
- Processes and finalizes benefit enrollments.
Finalization during Open Enrollment
- SCO and CSU Systemwide HR recommend campuses finalize enrollments on a flow basis (as submissions and documentation are received) rather than waiting until the end.
- Full eBenefits campuses rely on the nightly CSUBASOE schedule to finalize automatically, so they typically do not use the On Demand Event Maintenance page.
- View-Only campuses usually finalize manually in the On Demand Event Maintenance page after documentation is approved.
Error Handling
- If issues occur, Benefits staff can roll back elections (set to Re-enter), update, and reprocess them in the On Demand Event Maintenance page until finalized.
Event Coordination
- BAS can only process one event per employee at a time and follows a logical sequence (effective date → priority → event ID).
- Event coordination ensures multiple events do not conflict and employee benefits remain accurate through year-end.
Business Rules
- CSU rules require action for some plans. For example, employees must re-enroll in Flexible Spending Accounts each year or coverage will be canceled.
End of Open Enrollment
- Any remaining OE BAS events are force-finalized by running the Ben Admin COBOL (PSPBARUN) for each schedule ID.

Open Enrollment (OE) Configurations in CHRS

CMS-Benefits
- Prepares and pushes OE configurations to CHRS each year.
- Uses the internal CMS-Benefits CHRS OE Checklist to manage setup.
- Responsible for most OE configuration tasks.

Systemwide HR (SWHR)
- Maintains Disclosures and Privacy Notes in CS YOU.
- Provides legal language for Full eBenefits Self Service electronic signatures.

Campuses
- Configure three OE tables each year.
- Define their OE employee population by campus and business unit.

Collaboration
- CMS-Benefits, SWHR, and campuses work together annually to prepare CHRS OE configurations for the Open Enrollment period.

- Type: Seasonal job (Open Enrollment period through 12/31 each year).
- Frequency: Runs nightly for each CHRS campus.
- Order: Must run before CSUBASDL jobs.

CSUBASOE Schedule Job

Active Period
- Runs nightly during Open Enrollment (OE) and through 12/31 each year.
- Inactive at all other times.
- Example: If OE = 9/20–10/15/21, CSUBASOE runs nightly 9/20–12/31/21.

Purpose
- Assigns applicable BAS Group ID.
- Creates OE events for new hires, transfers, and newly eligible employees.

Management
- CMS-Benefits + Tech Services activate/inactivate the job per the annual OE schedule (provided by SWHR).
- Tech Services creates and updates CSUBASOE schedules for each campus annually.
- Runs for all campuses (View-Only and Full eBenefits).
- Important Note
- After OE closes or CSUBASOE is inactivated:
- Full eBenefits employees cannot enter OE elections in ESS.
- Campus Benefits Officers must enter elections manually via the On Demand Event Maintenance page.
- After OE closes or CSUBASOE is inactivated:
