1. Overview

CSU hires and employs veterans under provisions of the Vietnam Era Veteran’s Readjustment Assistance Act (VEVRAA) and is required to file the VETS-4212 report annually to the Department of Labor (DOL) by September 30 of the following year.

CSU is required to report the total number of protected veterans in the workforce in the aggregate, as opposed to listing the number for each category of veterans protected under the statute.

Under the VEVRAA, the term protected veterans includes disabled veterans, veterans who served on active duty during war or campaign for which a campaign badge was authorized, veterans who were awarded an Armed Forces Service Medal, and recently separated veterans.

Each campus is responsible for auditing their campus data in Oracle/PeopleSoft to ensure the accuracy of the VETS 4212 Regulatory Report.

4. Process Prerequisites/Assumptions

Prerequisite/Assumption  Detail 
 EEO1CODE is not blank and accurate  If an EEO1CODE is blank in an active record, the program will not know how to evaluate it and the record will not be included in the selection review for the VETS 4212
 Veteran Status Must be valid  Must have a valid Veteran Status, Accurate Disability data entry and Military Discharge Date for the VETS 4212 Report.

5. Setup

  • Company and Establishment Tables
    • Confirm that the Company and Establishment Tables are setup correctly.
    • Navigate to company and establishment tables
      • Nav Bar Menu > Main Menu > Setup HRMS > Foundation Tables > Organization > Company

  • Set-up Steps
  1. Enter the appropriate EIN, NAICS, and Dun and Bradstreet Numbers.
  2. The government no longer uses the VETS-100 Unit Number for reporting. Use this field to enter the company number provided by the Department of Labor.
  3. Ensure that the *EEO-1 Gov’t Contractor Type is EEO Prime Contractor (this could change depending on your Campus).

6. Delivered Processes

VETS Process Run the VETS Process (PER027). This report lists federal job categories and the number of employees and new hires in the last 12 months who are disabled veterans or Vietnam veterans.

Note: No report is created for viewing in this process. 
VETS Analysis Report Run the VETS Analysis report (PER027B). This program generates the veterans’ employment report in PDF format for analysis and referencing purposes. The report is based on the data gathered and inserted into temporary tables by the VETS Process

Note: For the VETS-4212 report, contractors offer self identification only as a Protected Veteran instead of being listed within individual categories
VETS Submit Report Run the VETS Submit report (PER027C). The VETS Submit process creates a digital file that meets the VETS-4212 record specifications using the data in the temporary table and transfers the data from the temporary table to a history table (V100_HISTORY). The electronic file can then be submitted to the government.

Note: The VETS Submit process only removes data from the temporary table that should be written to the digital file. If more than one Campus has data in the temporary table, only the Campus processing the Submit will remove data.

7. Run the Process

Navigate to VETS Process:

  • Nav Bar Menu > Workforce Monitoring > Meet Regulatory Requirements > VETS Reports > VETS Process
    • Create a new run control ID to run the VETS Process
    • Page Opens
      • Select the Report Type drop down and choose VETS-4212.
      • Enter a Through Date.
      • Enter the Campus/Establishment for which the process is being run.
      • The process will retrieve and store relevant data needed for the VETS-4212 report in the temporary table.
      • This data will then be used by the VETS Analysis process to generate a report and then by the VETS Submit process to generate the electronic report that can be submitted to the government.

8. Run Analysis Report

  • Navigate to VETS Analysis
  • Nav Bar Menu > Workforce Monitoring > Meet Regulatory Requirements > VETS Reports > VETS Analysis
    • Create a run control ID or use an existing one to run the VETS Analysis and the page below will display.
    • This process is running against the data in the temporary tables that were populated by the VETS Process. In the example below, the VETS Analysis report is run for a single Campus.
    • The VETS Analysis process generates a version of the veterans’ employment report in PDF format. Report should be reviewed by the Campus. Note, the report is for Informational Purposes only.
    • Running this report does not affect the data in the temporary tables.
    • Make sure to run the VETS Process before running this report.

  • The VETS Analysis process can also be used to report on VETS history. See VETS History section in article.

9. Run VETS Submit

Navigate to VETS Submit

  • Nav Bar Menu > Workforce Monitoring > Meet Regulatory Requirements > VETS Reports > VETS Submit
    • Create a run control ID or use an existing one to run the VETS Submit to create a digital file to submit to the government and the page below will display.
    • The VETS Submit process creates a digital file that meets the VETS-4212 record specifications using the data in the temporary table.
      • The process then transfers the data from the temporary tables to a history table.
      • The electronic file can then be submitted to the government.
    • Note: The VETS Submit process only removes data from the temporary table that should be written to the digital file.
      • If the temporary table contains data for all Campuses and the VETS Submit process is run for one Campus only, data for other Campus establishments remains in the temporary table until the VETS Submit process is run for all Campuses.

10. Run Analysis for History

Navigate to VETS Analysis

  • Nav Bar Menu > Workforce Monitoring >  Meet Regulatory Requirements >  VETS Reports >  VETS Analysis
    • Uncheck the box beside “Run for Current Information” and the field for History Year to Run for will display.
    • Enter history year and select the Report Type.
    • NOTE: When re-running for a particular history year, please note that you will need to select the appropriate Report Type that created your report from the history record.

  • Review the PS_V100_HISTORY record and select the appropriate Report type using the translate values as follows:

11. Run Submit for History

  • Navigate to VETS Submit
    • Nav Bar Menu > Workforce Monitoring Meet Regulatory Requirements VETS Reports VETS Submit
      • The VETS Submit process can be used to recreate a digital file based on VETS history.
      • To run historical data, deselect the Run for Current Information check box to display the History Year to Run for and Report type fields and enter the specified information.
      • Uncheck the box beside “Run for Current Information” and the field for History Year to Run for will display.
      • Enter history year and select the Report Type. Remember to check the Report Type for the history year being run. Record for history is PS_V100_HISTORY.
