General Information:
  • Used to place a sworn R08 employee on Enhanced Industrial Disability Leave with pay. Employees covered by the CSU and the Statewide University Police Association agreement are eligible for an Enhanced Industrial Disability Leave for disabilities occurring on or after October 1, 1995 under certain conditions. The "enhancement" is a financial augmentation to supplement the 2/3 IDL pay so the eligible employee's total benefits will equal the employee's normal salary as of the date of injury. The employee's election commences with the 23rd day on IDL.

  • Use action/reason Return-DIS/IDO when returning from this disability leave.

  • Deductions for federal/state tax and Social Security or Medicare will not be made from IDL payments. IDL payments are not reported as Taxable wages or other Compensation on Form W-2. An employees full gross, however, will be reduced by the amount of federal/state tax and Social Security or Medicare, to establish IDL reduced gross.

  • Refer to Time and Labor documentation for information regarding catastrophic leave donations.

  • Refer to the following for additional information:

-IDL Administrative Guide

-MOUs

-SCO Payroll Procedures Manual, Section E

  • The following pertains to EIDL:

-Full IDL is paid for the first 22 working days of disability. If the employee is unable to return to work, EIDL benefits will commence on the 23rd day. The employee will receive the equivalent of full IDL for the duration of the authorized EIDL period. IDL and EIDL are payable for a maximum of one year (1 month of full pay IDL, 11 months on EIDL).

-When the employee loses EIDL eligibility but is still eligible for IDL benefits, the employee has a one-time option to elect to change to IDL-SL supplementation if the employee has adequate sick leave credits available. The election must be prospective.

-An employee may be released to return to work full or part-time and still receive EIDL benefits for the period of time off work provided this period is accepted and approved.
