General Information:
  • Used to appoint a current employee who is changing from a temporary appointment to a permanent appointment where the intent is that employment be regular and continuous (see note below). Includes permanent, probationary and tenure track appointees, in addition to ’At Will’ appointments such as management (MPP) and Executive (M98) appointees serving at the pleasure of the campus President, the Chancellor or the Trustees. NOTE: The term ’permanent appointee’ confers no particular status to the employee.

  • To be used for lateral moves.  For promotions, use PRO-APR.  Use this action/reason when no separation is posted from the prior position.  Refer to the appropriate REH action if employee is separated.

  • Note: Do not use DTA/APR if the permanent appointment is per a MOU provision requiring a permanent appointment after a specific number of years in a temporary position. Use DTA/TTP, Temporary to Permanent instead.

  • Employees on J-Visa cannot be hired permanently. For more information, refer to Immigration Manual under Office of General Counsel.

  • Excluded (E99) classes Police Officer Cadet, 8346 and 8347 may not be permanently appointed per Technical Letter HR 2001-19.

  • Excluded (E99) classes for the Early Childhood Teacher Series 1970, 1971, 1972 and 1973 cannot be hired permanently. For more information, refer to Technical Letter HR 2002-08.

  • If an employee is rescinding his/her retirement, refer to REH/REH for more information.

  • Appointment Expiration Date and Duration of Appointment must be set to space.

  • Empl_Class must change to G - Regular.
