The Full Time Equivalence or Time Base relating to a specific job row.  Within Position, FTE represents the Full Time Equivalence or Time Base the incumbent should normally work in the corresponding job.

Valid Value Rule(s):

GENERAL: 

  • Time-based appointments are shown as a decimal equivalent, and should correspond to the Standard Hours. 
  • Hourly appointments are shown as 1.0 FTE. 

JOB: 

  • Dynamically calculated when Standard Hours is populated. 
  •  Defaults from Position Data thru Position Management. 
  •  Faculty Fraction overrides FTE but not vice versa, which may result in a discrepancy. 
  •  If PERS member and Total FTE > 1.0: when an employee is being paid from one part-time position as a CalPERS member and receives an additional part-time position that results in a total paid FTE greater than 1.0, we must split the additional position so that the University and employee are paying CalPERS contributions up to 1.0 FTE.  Per CalPERS State Handbook (page 118):  need to split the position with the lower pay rate as follows: 
  • Determine which job has the higher comp/base rate.  This job (Job A) should be coded as 08 (or other CalPERS appropriate retirement code). 
  •  Split the lower paid job into two - Job B and Job C: 
  •  Job B's FTE is set so that total FTE of Job A and Job B = 1.0 and retirement code = 08. 
  •  Job C's FTE is set with the remaining FTE and retirement code = NM (or N if CalPERS membership and continuous employment since 4/1/86) (Sharon - consider FERP rules as appropriate).

  • Default value of 0.000000.  Not dynamically calculated when Standard Hours is populated. 
  • Hourly appointments are shown as 1.0 FTE.

JOB: 

  • Standard Hours and Work Period: The system uses the annualization factor of the Work Period in combination with the Standard Hours to dynamically calculate FTE.
  • Compensation Rate: Uses FTE to calculate rate of pay 
  • Faculty Fraction:  Must be populated if FTE cannot be converted into a valid PIMS fraction of 2 digits/2 digits.  Overrides FTE  and Standard Hours. 
  • The Faculty Fraction is populated through the "Contract Upload" process, or it can be entered manually. The Faculty Fraction is required for the PPT and the WTU Accumulation Process.  If the "Contract Upload" process is not utilized, and the Faculty Fraction is not entered, it could possibly impact the monthly compensation rate in Job Data, which is derived from the FTE if no faculty fraction is present.

  • PPT Error Message: "Time Base (Item 405) value is invalid.  Check FTE or Std Hours.”
