CSU Benefits Administration (Ben Admin) is a rules-based system, configured to process and track CSU benefits eligibility and enrollment information, including Employee Health, Dental, Vision, Life, Disability, Health Flexible Spending, Dependent Flexible Spending, COBRA, and Retiree Dental. The CSU Benefits system contains employee and dependent information as required to determine eligibility and enrollment in benefit plans. Electronic interfaces manage the transmission of enrollment data to Delta Dental, the State Controller’s Office (SCO) and CalPERS Systems.
Base Benefits provides the core configuration for benefit plans, benefit plan attributes, coverage codes, rates, and benefit programs. Benefits Administration utilizes this core configuration setup and provides the automation necessary to determine eligibility, apply event rules and definitions, utilize geographic location eligibility, control effective dates, and manage benefits data processing.
With Benefits Administration implemented, the system writes all enrollment rows into the Base Benefit tables. Every data entry change processed in Job Data and geographic work and home location is analyzed by benefits administration to determine the effect on current or future enrollments and eligibility status.
eBenefits provides employee and administrator self-service functionality for benefit enrollments and processing. eBenefits functionality has been configured for CHRS. Campuses have the option of implementing full eBenefits Self Service at Wave implementation or implementing view-only eBenefits Self Service at Wave implementation. The goal is for all campuses to use full eBenefits Self Service within a year after Wave implementation.
Significant changes were made to core configurations in CHRS to leverage delivered functionality for eBenefits and to streamline event processing to reduce modifications and improve system performance.
CHRS does not use the delivered Retro Benefits Deduction Module, the FSA Module, or the Benefits Billing Module.
